About the Event
Bill Harwood was appointed Maine Public Advocate by Governor Mills after a four decade legal career and is one of Maine’s most experienced energy/utility attorneys. From water to solar to electricity, Bill has seen it all. As Public Advocate he represents the interests of Maine utility consumers in regulatory proceedings. After a year including referendum and downed power lines, Bill will invite us to consider Maine’s electric utilities – their costs, climate change, renewable energy and the future of electricity delivery in Maine.
Bill has been a proponent of ensuring affordable and reliable utility service to all Maine people and to help navigate the energy transition in Maine and its effect on climate, the environment and the economy. Bill has a robust resume of public service having served on boards including the Katahdin Institute, Legal Services for the Elderly and the Maine Justice Foundation. He received the Muskie Access to Justice Award and the ABA Pro Bono Publico Award. Bill is a graduate of Harvard University and Fordham University Law School.
Dr. Richard Silkman is a Ph.D. economist and a nationally recognized expert in the development of competitive energy markets. He is the former director of the Maine State Planning Office and founder and chairman of Competitive Energy Services.
